Ministry fails to spend budget allocated for human rights body

ISLAMABAD: The Ministry of Human Rights (MOHR) has failed to utilise funds allocated for the Human Rights Defenders Network (HRDN) in Public Sector Development Programme (PDSP) for the fiscal year 2015-2016.

A sum of Rs 2 million was reserved for establishment of HRDN at 138 districts in Pakistan but it had yet to spend this money on the project.

For the fiscal year 2015-2016, Rs 583.7 million had been allocated for various projects of the Ministry of Human Rights and in the first three quarters, it had utilised Rs 149.73 million, according to official sources.

Officials stated that the ministry had received Rs 325 million as original budget and Rs 258.7 million as supplementary grant to bear the expenses of various on-going schemes.

An official of the ministry informed that a network was supposed to be established in provinces as after devolution, the subject now falls under the domain of provincial governments.

He stated that the mechanism to utilise these funds with the collaboration of provinces had not been finalised causing a delay in fund employment.
